My recommendations would be to check on his site:
1) if any shipping options are set as National instead of International.
2) For orders missing shipping, if the customer's country matches the site's store location.
3) If he have changed anything at all regarding shipping, in the General Options, espescially if this one is checked OFF ---> "When customer is not logged in, presume that he is from default country."
These are the normal causes of why shipping fails to appear.
