Safe is a relative term.

If you mean qualified stable version it will be a while.
If you mean most bugs addressed and cart functional with maybe a hack here or there if an issue pops up then now or next release will probably fine for you depending on lots of variable such as do you require third party add ons code to work with this version?

For a comparison on 4.0 branch vs 4.1 branch releases timeline here is where it stands plus showing how many days between releases.

If you compare the same amount of time that has elapsed since 4.1.0 was released compared to the 4.0 branch the 4.0 branch was already past 4.0.12 and was stable by now and we are still only at 4.1.3.

A lot has changed in the 4.1 branch and this may be what is causing the longer release times.
