there is not export tool that saves all your settings, css,background colors, header info, footer info, autorepsonder email, shipping configuration so on and so forth. if not then i don't see why x-cart does nto build one. or is there a mod for this

This is where an API would really come into play. Modular OOP design, but X-Cart will never have an API. However LiteCommerce does because of its OOP code design.
Basically no other way than, getting down and dirty with it yourself, or paying someone else to take on the headache.
