I'd love to move that button away from the status select list, which template is it on??

I may be being dense here, but I am not sure which button you are talking about? Where is it?

When you are looking at the order details, down by the order status you have Payment Gateway log, tracking number field, IP address, then a button to block that IP (or add it to the stop list).

Ahah, that only appears if you have the stop list enabled.
