The header line is completely wrong. You should read the import docs.

those instructions are for v4 we are using v5

This seems to be a bug in the 5.0.x version, and it is already fixed in the upcoming 5.1.x version.

Please rename your CSV file to products-template5-15-1.csv and it should work out properly.
X-Cart 5 determines the type of data being imported by the name of file and it must contain word 'products' in case you are importing products.

This did not sound like a good idea so I checked the manual. Sure enough:
Is that really a good idea? As an engineer this makes sense but not for end users.

It is technical, not user-friendly, easy to break, and the error message is not helpful.
