Open Webmaster mode in Admin, then open customer page in new tab. By clicking on any of the "green" text it will show you the language variable and sometimes allow you to change it right there.

I do not understand how to open webmaster mode in 4.4 gold

from the 4.4 manual pdf:

6) The webmaster mode is based on sessions: it applies only to the computer it has been set up on. I.e., when the 'Webmaster mode' is launched, it isn't
displayed at the customer's end and doesn't affect the store performance. The changes will show up only after the admin clicks on 'save' button.
7) To quit the webmaster mode, go to admin zone, to the 'Administration' menu, 'Webmaster mode' page. Click on "Quit webmaster mode" button.

i see how to get to webmaster mode

but how to open the 'customer page'

I am trying to edit 'cart.php' and I cant find either 'cart.php' or 'customer page' in xcart/admin

You cannot edit php files from XC admin. You edit template files from there
