Is there an IDE available to easily modify the layouts ?

I'm a Microsoft Windows programmer and I can use their IDE to move items around the screen and the css updates automatically - wysiwyg style. I am having a real hard time editing css files using Notepad and trial and error. It feels like the Stone Age ! Firefox helps, but surely...

Firefox/Firebug - make is look the way you want and put in css

It is not trial and error if you use the available tools - Webmaster mode plus Firefox/Firebug. For the most part - they point you exactly to the necessary css and template files. (There is no drag-and-drop tool for design layout modifications available.)
