Doing Free Shipping Offer But Want to Eliminate Promo On Home page
 

I am doing a free shipping special offer. I have the copy for that in my image so don't want any promo to appear. I deleted the promo image and text I had, but it still puts in "New special offers are available!" as well as a "More offers" link of which there aren't any. All this does is shove my category table down the page. I want it as tight to the top image as possible. How do I get rid of the "New Special Offers are Available" text? also the 'More Offers" link?
