Ok so this forum is a bit intimidating with significant technical prowess. But as a cash strapped start-up entrepreneur, with my x-cart 4.4 Pro store, I'm trying to change the customer storefront background color to an HTML color code:#F5F6CE. How do I do that?

Welcome to X-Cart! I'm moving this to its own thread as the one you posted in wasn't really one for questions like this. You'll want to have a look at the manual, and this thread will help you get started on how to understand the template system. It is all template and CSS based, so there is a bit of a learning curve. The guide isn't for the current version, but the same principals apply.

To do that you need to edit the templates files - particularly the CSS file for your store front. These files can be edited via your FTP access or through the admin area of your xcart install.
