Add javascript code to <head>

Stupid question I know...but I'm drawing a blank today.

Could someone tell me where to go if I want to add some javascript code to the <head> area of my site?

Version 4.2.3

Can someone tell me how I add code to <head> for the cart? I've got it in for the rest of the site, but it's not showing up on the cart pages.

If using FLC it has its own home.tpl - chekc in modules
