Moving the Redeem Coupon section
 

I'm trying to move the coupon section either further up on this page

https://crossroadsonline.com/cart.php

Or have it show up on the checkout page when you are picking which payment method you want to use.

Our users have found it hard to find being at the bottom of ONLY the cart details page. I wasn't able to find a tpl file that would let me move it anywhere. Any help would be greatly appreciated. Thank you.
