How can i enable xcart where anytime that someone uses a discount coupon that it automatically makes the shipping free as well?

What about this:
make a coupon type - "Free Shipping", make to him a large amount "Times to use:" and time coupon expires of one year?

That only gives them free shipping, it doesn't automatically give them free shipping in addition to the coupon they are using.

I have one suggestion.
Why don't we enable the Free shipping option to YES for all the products?

That still doesn't answer his request - that gives free shipping to everyone even if they don't use a coupon.
