Image under the "Featured Products" title

I would like to insert an image under the "Featured Products" title bar on the homepage. I've looked at the templates and it looks like I have to modify the dialog.tpl but it seems that template is used by alot of other things as well.

How can I create some sort of "if" statement so that I can insert an image into the dialog template and have it show only when it's for the Featured Products?
