Category Question

Does anyone know if there is a way to make the category menu show both root level and second level subcategories at the same time? i.e.:

- Level 1
--- Level 2.1
--- Level 2.2

- Level 1
--- Level 2.1
--- Level 2.2

Does this make sense, or am I just crazy?
