How to place static message on the checkout page?

I'm trying to place a static message on the checkout page, where a customer picks a shipping method, to display

"IMPORTANT: Your purchase will ship on January 7th, 2008".

Could someone help me figure out where in the code should I place it?

Got it done, of course Bill Brewer (On-Sale mod and One-Page-Checkout mod author) came with help!

The place to put a message is:

skin1/modules/Fast_Lane_Checkout/shipping_methods.tpl
