we have a few banners we want to include in our home page, we want them to rotate when we refresh the browser and one can help

can we put the command in txt_welcome

You'll need a JavaScript banner script, which will probably need to go both in the head tag of home.tpl and wherever you want the banner to go. I wouldn't try putting it in the text variable, but in the welcome template itself (customer/main/welcome.tpl)
