Reference in checkout.tpl???

Ok its late, and I probably can;t see the wood for trees -

I am trying to change the layout of the page that displays

Account Login and the registration form.

This appears if you are in the cart and click on proceed to checkout but are NOT logged in. Part of the page calls register.tpl, but it is the Account Login part I can't find.

I have been through customer/main/checkout.tpl but can;t find the code nor any reference to a call for another tpl file.

Where is it?????

Strangely enough it is main/error_login_incorrect.tpl
