Can I do it with X-Cart
 
I need to be able to replicate the "Look and Feel" of our current shopping cart.

Our owners want us to build the X-Cart header to look and function as close as possible to the header we currently have. The biggest issue will be the tabs. They are currently a JS but would like to use CSS and do away with the flyouts (drop downs). I would like to have the site use the dynamic width rather than fixed.

We need the three column layout which is no problem as it is already set that way in the "Artistictunes" template we purchased.

If you approach the project in the right way - you can do pretty much what you want with x-cart. By this I mean, if instead of saying how do I make my design fit x-cart, you say, how can I make x-cart fit my design, you are half way there. There is no reason why that design can't fit into an x-cart site. There are css menus available that you could customise to do the navigation. Not that they would do the bit where the selected category moves into the left hand column in that way off the shelf, but it may be a good start.

I would start from a default skin rather than the artistic tunes skin. Use this post as a guideline for editing:
