Neswletter signup question

On the main page how do I get the "newsletter signup" were customers enter their email address? Becuase that is not showing for me?

Should see an {include file="news.tpl"} line in customer/home.tpl. If not, add it in. Also make sure Newsletters are enabled in 'Modules'.

I tried that, but for some reason it will not even show?
