how to add a "shipping method help" popup in the c
 

How would I go about adding some sort of "Help me choose" popup button over where the shipping methods are displayed in the checkout pages? I was thinking it would be similar to the "?" button that's by the CVV field in the credit card section, where it pops up a help section.

What files and lines would I have to edit to do that?
