Featured Categories -functionality similar to Featured Items

I'd like to replicate the functionality of Featured Items for Categories. This would allow me to feature any Category (with icon, title, description) within any other category. Has anyone already created tihis mod?

Easiest way would be to just hard-code it into the welcome template.
