can we set maximum quantity to 3 in product details ??

On the product details page , its shows product price and quantity of product.

By default it shows the 50 as quantity.

can we set it to 3 only ?? and how?

you could hard code the drop down to only show 3

but where should i hardcode 3 ??

There is a setting in General Settings/Appearance Options for that
