I did all the directions for the FAQ addon I have, works ok but missing something from the directions and i cant find this

9) In include/templater/templater.php

Replace...

'PHP_TAGS' => false,

With...

'PHP_TAGS' => true,

Where is this file in 4.6.6 version?

It is in this file but you should avoid enabling this option. Allowing php tags in templates poses serious security risk.
If the mod you have requires it you may want to reconsider using it

Then you are not looking at the right place or not looking at XC4 installation
