failing merchant check
 
I am unable to provide refunds through the store. I am getting a message that it is failing merchant check.
I use paypal payflow and x-payments.

Can someone tell me where I go to fix this?

This error could occur when a refund does not meet the criteria listed under Transaction Settings in Payflow Pro.

This is what PayPal suggests doing https://www.paypal.com/us/smarthelp/article/why-did-i-get-result-code-117-ts1224
