Why is X-Payments needed for PayPal?

If PayPal is handling all the transaction details behind the scenes as our credit card processor, why is X-Payments needed at all?

We're using PayPal Payflow Pro.

X-Payments (or any other PA-DSS certified software) is needed for integrations where customers credit cards data flow through shopping cart pages. PayPal Payments PRO and PayFlow PRO are such integrations.
