I had an issue with my site were i had to reinstall it, and came across errors because i forgot to reinstall the RSS Feed Generator Module. The thing is, i can't access the admin area of my xcart site.

** My question is, for step 2: Can I apply the patch in myPhpadmin by pasting the contents of the patch in the "Run sql query" field / upload the patch in sql? Would the patch install properly if i do it in myPhpadmin?

Yes, you can use phpmyadmin if you like.
