try this...
find <div class="offers-short-list">
and add align="center"
<div class="offers-short-list" align="center">

probably in the offer template

Ah! I found it FINALLY!

/modules/Special_Offers/customer/offers_short_list.tpl

Find this line:
<div{interline name=offers additional_class="offers-cell"} style="width: {$cell_width}%;">

Replace {$cell_width}%
with 100%
