XML/Serializer.php and XML/Unserializer.php files are parts of PEAR package (http://pear.php.net) XML_Serializer (http://pear.php.net/package/XML_Serializer).
So apparently you need to install the XML_Serializer PEAR package on your hosting server.

i created the username and password .. i dont know how to do step 2.(ie) how to get the secret key and password???

You need to obtain the secret key and password from IntelliContact.
